If indeed 3 cars can't make that turn and it's the first lap and Rossi has the most to lose, why is Sato being blamed?

Assuming everyone knew that 3 cars would be an issue and someone would have to bail out of it, why didn't RHR do it? It's his teammate....
Why didn't Rossi? He's going for the title and there's still 490 odd miles to go....
Some say it was a high-risk move by Sato and not a good idea on the first lap but Indycar is always high risk IMO and Sato might equally have assumed the other two drivers would have given way considering the circumstances.....
