I've read this 30 times, my head physically hurts.

 

Certainly, he will be far more confident with a higher level of downforce than Leclerc has been happier with the car's feel throughout the season, after all.

 

Am I being even thicker than I usually am, or...?

 

There are a few other issues in there, but I literally couldn't process this to the extent that the whole thing feels unreadable now.

I think what it means is that a higher level of downforce is worth 50 confidence points for Vettel, and the current feel is worth 40 happiness points for Leclerc.

 

So Vettel needs higher downforce more than Leclerc needs the current set-up.

That may or may not be what he means, but this sentence is utterly horrible, both grammatically and in terms of clarity.
Things he could mean:
 
"Certainly, he will be far more confident with a higher level of downforce than Leclerc, who has been happier with the car's feel throughout the season, after all."
 
"Certainly, he will be far more confident with a higher level of downforce and Leclerc has been happier with the car's feel throughout the season, after all."
 
Again, other options exist but these seem the most likely. But it's an unpleasantly busy sentence with heart attack in the middle of it.

Ah, finally (if silently) fixed...

"Certainly, he will be far more confident with a higher level of downforce than Ferrari currently offers - Leclerc has been happier with the car's feel throughout the season, after all."
