Although Vettel was prefered in the first half of the season and had a number one status, Leclerc outperformed Vettel in all aspects. Leclerc won the last 7 qualifings against Vettel. By now Leclerc has two victories, while Vettel has no victory yet, Leclerc has already 4 pole positions, while Vettel only has one and Leclerc has more podiums and by far more leading laps.
The statistic between both you can see here. (It is a pretty interesting article):

We have to take into consideration, that in the first half of the season there were three team orders against Leclerc, although Leclerc was the faster guy and that he already would have won Bahrain without the technical failure and that Ferrari destroyed his qualifying in Monaco.
Without all this, Leclerc would be closer to the Mercedes than any other driver and would be clearly ahead of Verstappen now!
Considering all this Ferrari would be totally crazy, to not prioritise Leclerc over Vettel from now on, after they have prioritised Vettel until the summer break.
