With or without money he's probably still on par with the better half of the (road course) entry lists in ICS. So to say he's basically useless without budget is just unfair. But I don't think the guy's really interested in running in the series anyway.
His value is funding his own ride. With the way the purse is distributed how he finishes isn’t relevant except for the 500. I wouldn’t call him “useless” but his marketing value isn’t there. Were he to buy his way in he could prove his worth but no one is going to take a flyer on him when they could run a self funded driver and still make Leader Circle.

What happened to Latifi's money?
It's family money (Sofina). So it's possible somebody, somewhere, said 'Enough!'.

Something else: It's possible that he got a bad reception inside the IndyCar paddock if he came in thinking it was going to be easy and/or was due something... because he came from F1.
Blow-back from the Andretti/Hertamania superlicence issue, etc.

Looking at his pre-F1 record, I do not think that Indycars have lost out on a credible entry. Latifi's palmares are, to say the least, a bit sketchy.

yea, we could have a bump day at Indy 500 (although I would like to see all 34 cars competing!).
RC Enerson in a Dallara Chevy run by father Neil Enerson and Indy NXT team Abel Molorsport.
So the team makes the debut at the Indy 500 like Paretta, Juncos Hollinger and Meyer Shank before.
Nice to see a new team.

Wouldn't be the first time, and IMS has the garage/pit space. As far as I can tell, he's not a mobile chicane. Let him in.

Well, one could say that 33 is an artificial construct, too. Barring how unlikely it is, but if 34 cars showed up at TMS then Indycar would find a way to accomodate them.

Artificial construct or not, it's what the rules say at Indy, so if 34 cars show up, one's getting bumped.
