Seldom happens, but on the years where the Driver winning the championship is not driving for the winner of the constructors championship... is this an even more impressive feat? Or does it mean the 2nd driver in the champions team hasn’t performed as should be expected?

1999 is an example where Ferrari won the constructors but failed to win the WDC. Few would argue that Schumacher wouldn’t have won it without his broken leg - rather than Häkkinen outperforming anyone. 99 was had the ‘race no-one wanted to win’ but it also seemed like a championship nobody wanted to win as well.

Which other years are there with the championships being split between each team? And would you say it was bad performing drivers in one team, or perhaps drivers outperforming their cars in whichever team.

Well, Ferrari in 1982 is the obvious one, lost the drivers' title because it lost its initial drivers...

But it's also a misleading stat.  Lotus won the WCC in 1972 because the rules only counted the leading point score per team, which is a clinically insane way of doing it.  So Fittipaldi winning the drivers' title almost automatically brought the WCC to Lotus.  By rights it should have been McLaren's.

It's not more or less impressive by default because, as you already pointed out, it depends on the circumstances.

It hasn't been relevant for awhile, but in 2007 and 2008 it was (sort of).

In 2007 Ferrari won the WDC, but they only won the WCC because McLaren were disqualified. But most people would agree that Kimi won the WDC due to the internal collapse of McLaren. Had Mclaren kept the WCC, it wouldn't mean it was necessarily more impressive.

In 2008 Hamilton won the WDC while Ferrari won the WCC. This was on one hand impressive from Hamilton, but on the other hand also meant Kovalainen probably wasn't up to the standard of Massa and Raikkonen.

What's the actual discussion point here? Seems like something you could have just looked up.

It all depends on the context of the season. Results, circumstances, performance of cars etc. Example -

1986 : Prost wins the WDC. Williams the WCC. Very impressive
1999 : Hakkinen wins the WDC. Ferrari the WCC. Less impressive
