What I want to know is whether it’s effectively fitting conventional hydraulic disk brakes to the rears but not using them unless there’s a failure or a sort of single use mechanical device which helps slow the car but then has to be replaced/reset

The article includes the line from Formula E that it would not be a hydraulic brake, so it could be something else?

An anchor?  Or maybe a big spike that digs into the road?  Or a braking parachute?

 

Just fit some hydraulic disc brakes and stop fannying around.

I don’t think the wording of the article suggests it can’t be a hydraulic brake.

The mixture of the ambiguous description and my insatiable curiosity is simply too potent a mix. Welcome to my home-brewed storm in a teacup.

The wording of the article seems to suggest that it will be a mechanical brake which is hydraulically operated.

 

Also the article also suggests that the brake is only to be used in emergencies and not under normal operation, and will be policed as such. Pressaumably, if you use the brake in quali = lap deleted, and use in the race = time penalty.
