Staepelaere was Team Manager of the Ford assisted Belga sponsored Robert Droogmans in a Jeff Churchill run Escort in the Belgian Open championship in 82/83 but I don't think he was in overall charge of Ford Belgium wider interests in racing as well as rallying.
That may have extended to the GpB RS200 programme and then the GpA Sierra Cosworth rally programmes both with Belga.
There was degree of cover up following Droogmans' shunt in his RS2000 practice car (in which he broke an ankle and his girl friend riding in the back was hurt) the night before the Tour of Flanders in 83 but whether that was to protect Ford from bad publicity over what was of course a public road accident is unclear. I was there competing and had been in the Rally HQ café just before Robert and Ronny left for final practice and it was Gilbert who was on the phone to get the Churchill mechanics out quickly to recover the car.
