He is obviously not touching it, as can be seen in the video. To me it looks like he even does his best to not touch it, as he squeezes between a fence and the car. Grasping straws here.

That's a good point, is it about touching the car, or about that being a park ferme area in which competitors are not allowed to walk in? If it is about the latter, I expect at least a 50K fine

Oh, come on. We can all see that he's wearing a false right arm there - the real one, under his shirt, is obviously touching the car. As has been stated, he was probably removing the gum used to disable Max's DRS
I was going to say, if that is his forearm, then it surely has been photoshopped, its twice as long and twice as thick as his left one, even though the perspective shows it should be smaller being farther away.
