Williams front wing flap part numbers

I wonder if anyone could help decipher the part numbers from a Williams front wing flap.
The numbers are engraved into a data plate and are as follows ; 16-NO-813 No11
I’m trying to determine if it was ever raced or could be attributed to a certain driver. The flap does have wear, so does look like it was fitted and used.

From my ever decreasing memory of the Williams Aero Dept. & logic, I would interpret this part thus:-
16 might well refer to the FW16 (1994) - definitely looks like the FW16.
NO might well refer to the designation of the front wing aerodynamic group (perhaps NO refers to full size FW parts, with 60% size FW wind tunnel parts having another designation). Williams have 5 or more aero groups - FW, RW, Chassis, Body, Floor etc. - all with their own designation.
813 might well refer to the 813th different part to be designed - (many parts will have been produced, wind tunnel tested, used or discarded before reaching the full size car.
No.11 might well refer to the number of parts built of the same spec. - i.e. spare or replacement parts.

Thank you for your very informative and interesting reply, it’s very much appreciated. The 1994 FW16 link makes sense, as this is the car the piece was originally attributed to.

N refers to a Front Wing component. Williams used “A” for Chassis components, “B” for Front Suspension, “C” for Rear Suspension, and so on.
0 (numerical “0”) refers to the paper drawing size. “0” would be A0 size, “1” would be A1, “2” would be A2, and so on.
813 refers to the sequential drawing number allocated to that part within “N” Front Wings section.
11 refers to this being the 11th part made to this drawling, and would be used for traceability and lifing purposes.
