Can anyone ID a driver from a GIF clip?

There's a short GIF file (a very short, repeating video clip) that's been posted on Twitter by someone from the Sim racing community of a driver in a pre-war car (appears to have a riding mechanic's seat or room for one at least) demonstrating the flexibility of the steering wheel rim.  Can anyone here identify the driver?  My thought was maybe it's Jules Goux.

It's a very dark clip, difficult to see enough detail unfortunately.

I recall seeing it before years back now somewhere, but, yes, it is dark.

Judging from the filthy state of the driver, it is post-race, presumably with the driver explaining he hadn't won due to the floppy steering wheel.  Can anyone take a guess at the car?

That was my thought; work out what the car is and we might be on to something.

I’m not so sure it’s post-race. His goggles look remarkably clean, and there appears to be no ‘clean area’ on his face that would have been covered by the goggles during a race.

His jacket is clearly marked with grime.  And although the shot is very dark, I think it shows his 'panda eyes' ,as the lower part of the face appears to be black.  He doubtless wiped his goggles?

CP, E. Jessop is a legendary figure in the history of motorsport. Some would say Zeligesque.

Can't help with ID - but I remember in one of Phil Hill's track tests of historic cars for Road and Track magazine be commented on flexible steering wheels. One car - a Bugatti ? - he said was so bad that when pushing the wheel in a tight turn, the fingers were trapped against the scuttle.

 

Edgar Jessop would probably have reverted to a tiller.

I have seen that clip many times in the past, it usually shows up in stock footage of early racing.
