One of the McLaren cars was already paid for(Arrow) the other one is mostly BAT. They're running what they're being given the budget to run. It doesn't go back into the F1 team if they don't run those cars.

Although Arrow branding has subsequently shown up on the F1 cars, so while the cap limits the F1 budget, I think that the McLaren Racing budget is definitely somewhat fungible at the corporate level.
