Of course. All the freedom you like, contracts, superlicence points or whatever, not an issue.
But age, death and the like I think are sensible limitations. The rest is all surmountable with a suitable bank balance after all. Palou is perfectly eligible as far as I can see.
Stroll - I know. An initial quick list, with perhaps too much realism to kick things off! But then I added Hulk for balance.

I'd like to take some of the top drivers out of their comfort environments, meaning new starts for Max, Lewis and Charles. Then let's remove guys like Tsunoda, Zhou, Stroll, Latifi and some of the older guard who maybe have done all they're going to do in F1, I'm talking Vettel, Ricciardo, Bottas, Perez. Then give some of the IndyCar guys a chance and some of the FE guys a second go around.

I think I'd enjoy this:
Red Bull: Verstappen & Alonso (Verstappen on "home turf" has got to be one of the biggest F1 challenges there is - this needs one of F1's best and mentally toughest to take it on)
Ferrari: Leclerc & Norris (would love to see Lando in a championship challenging car)
Mercedes: Hamilton & Russell (this is already my dream Merc pairing tbh)
Alpine: Mick & Ocon (I suspect Mick's not up to this, but nostalgia for his Dad at Enstone and me thinking he seems like a ridiculously down to earth and nice guy given his background (I am rather fond of the lad) leads me to put him here - Ocon gets to stay so Mick has a yardstick)
McLaren-Mercedes: Herta & Perez (I'd love to see Herta make the move to F1 - I think he has the speed to shine; I'd also love to see how Perez gets along in a McLaren team under very different management to his first stint - he also provides a good yardstick for Herta)
Alfa Romeo: Bottas & Sainz (Bottas is driving really nicely at AR, and nice to see him enjoying his post-Merc career; Sainz gets demoted as, IMO, he's well deserving of an F1 grid spot but not good enough to cut it at the WDC challenging level)
Alpha Tauri: Gasly & Ticktum (AT is Gasly's perfect home; I considered Logan Sergeant for this seat, but ultimately went for Ticktum for pantomime villain fun)
Aston Martin: Vettel & Chadwick (I am enjoying late career hobo looking eco warrior Vettel; Chadwick put in by far the best drive I saw in all categories all weekend at Silverstone)
Haas: O'Ward & KMag (O'Ward is the other Indy guy I think could make it; KMag has been fun to watch over his career and has been excellent this season (again, he provides a decent yardstick))
Williams-Renault: Albon & Piastri (Piastri absolutely deserves an F1 seat and gets chance to "do a RusselL"; Albon again provides a handy yardstick)
Overall, it's:
1. Out: Ricciardo, Tsunoda, Zhou, Stroll, Latiffi
2. In: Herta, Ticktum, Chadwick, O'Ward, Piastri

Mine is as follows:
Red Bull: Max Verstappen & Yuki Tsunoda. Max is obviously at home at RBR right now, and I think it's time for Yuki to get the promotion with Perez elsewhere (see below).
Ferrari: Charles Leclerc & Lewis Hamilton. Charles really suits the team right now, and I'd love to see Lewis wrap up his career in red.
Mercedes-Benz: George Russell & Mick Schumacher. George has already shown he's capable of leading the team without Lewis, and I like the idea of Mick following in his dad's footsteps. If you'd asked me a month ago I'd not have put him in this car, but he's really cranked it up a notch lately.
Alpine: Carlos Sainz Jr & Esteban Ocon. Carlos had to land somewhere and I think a return to this team would suit him, alongside Ocon who is nice to see in that seat.
McLaren-Mercedes: Lando Norris & Pato O'Ward. Lando's really leading the team, and I'd love to see Pato alongside him.
Alfa Romeo: Valtteri Bottas & Zhou Guanyu. No real comment here. Bottas is thriving at Sauber and Zhou has been showing well, so I'm happy with the pairing.
Alpha Tauri: Not really following the junior formulae closely enough at the moment, but whoever the two most promising Red Bull Juniors are.
Aston Martin: Sebastian Vettel & Jamie Chadwick. For much the same reasons as Gareth put down. Great minds and all that.
Haas: Kevin Magnussen & Josef Newgarden. Kevin is doing a great job at Haas and fits in well there, while Newgarden would be a good "All-Amercian" driver for the "All-American" team.
Williams: Alex Albon & Oscar Piastri. Alex is doing well at Williams, and the team seems like a good place for F2 champions to make their debuts.
Andretti Autosport: Sergio Perez & Colton Herta. Sergio would be a great experienced F1 driver for the new team, while Colton is the Andretti hot shot.
Audi/Porsche/VAG: Fernando Alonso & Nyck de Vries. Alonso because VAG would want a world champion in one of their cars, and Nyck because he's a talented youngster whose name I know.
Ricciardo is off to race tin tops. Either NASCAR (he loves Dale Earnhardt) or Aussie Supercars. I think he'd have a lot of fun in either.
Gasly I'm officially bored of so he can find a GT drive or something that suits him better.
The Canadians aren't doing much either so they're gone too.

Fernando Alonso. Again, it’s kinda fun seeing you in an Alpine but I’d rather have Piastri going forward, you’ve had a great career and everything, ever fancied trying the Monte Carlo Rally or the World Hot Air Balloon Championship? You’re already full of that, you’d do great.

Pretty much this, I don't think I'd want a huge reshuffle and I don't see many drivers outside F1 I'm hugely excited to see in it right now.

The Ferrari- Alonso/Schumacher pairing has a lot of nostalgic value, but I'd much rather see Alonso in an RBR against Max. I have no doubt Max would be the faster qualifier over a season, but Alonso is one of the best racers of all time IMO and remains nearly as good as his peak, it'd be a really interesting battle.

Most people including me, are not picking Norris as second driver. I would like to see him against a strong driver in the same car.

For 2023, I would like:
Red-Bull: Verstappen/Perez (Red Bull absolutely cannot function in a Senna/Prost situation, and Perez is about as good a second driver as you can wish for)
Ferrari: Leclerc/Sainz (+ hiring Mike O'Gara to do all the strategy work since the problem at Ferrari definitely isn't the drivers)
Mercedes: Hamilton/Russel (it works, its dull, its the Mercedes way)
McLaren: Norris/O'Ward (he will have a Super License for 2023, he's got the talent, and the right attitude)
Renault: Alonso/Newgarden (Ocon isn't doing enough, Piastri deserves a year in a smaller team to get ready for a big role, and Renault need someone capable of doing the same things that Alonso does, so they need a racer who can be very strategic)
Alpha Tauri: Gasly/Tsunoda (Gasly is a great high floor, medium ceiling driver, and Tsunoda, if he can learn to be consistent, is the best partner for that)
Aston Martin: Ricciardo/Vettel (the car sucks, so they need two guys who are mature enough to consistently turn in professional performances, and this pairing will do that)
Alfa Romeo: Zhou/Bottas (Zhou has surprised me a lot this year, he's definitely good enough, and Bottas is the ideal veteran for them)
Williams: Piastri/Albon (they need someone fast in that second car, and Albon is dragging that pile of junk as well as anyone can be expected to)
Haas: Pourchaire/Magnussen (Mick is a nice kid, but I think he's just not quite good enough, so let's try someone else)
