Anyway they outlawed what happened at SPA last year right? Any idea what happens if the race runs behind SC for 5 or 10 laps and then ends?
No race. Needs 2 laps in green conditions for it to be a race.

Rain is going to stop in 10-15mins. A lot of time for the water to go into the drain system.

They are going to wait until they run on inters and thats just stupid.
But as Buxton showed, the problem isn't as much the rain itself, as the drainage system which already was overloaded 5 minutes ago when he jumped on that piece of tarmac in the paddock to show the situation.

Leclerc has had many great drives in his short/young career. Monaco was an absolute masterclass, ruined by his team; he was 10+ seconds ahead of Verstappen in extraordinarily wet conditions. Ditto for Spain, ruined by a mechanical. Austria he managed to pull it off despite a stuck throttle. Silverstone was ridiculously impressive considering he was missing part of his front-wing. Yes, he makes mistakes, as do all other F1 drivers.
What makes you think Hamilton would be hampered by his car? Pace looked good in qualifying and Mercedes has had, on average, best tire deg this season. If it's as wet as you're predicting (I don't think it will be), raw pace from the car will be largely irrelevant and track position/driver skill will mean everything.
Leclerc will win championships with the right machinery, but I don't think I'll ever consider him as mentally strong compared to his peers. In circumstances such as these, I'll choose to believe that he's got a mistake in him.
I didn't predict the rain, as much as I'd like that ability, but I looked at the soaking wet circuit being pummeled by rain as we speak. Overall, it'll be one to survive.

Indeed, it is annoying. One of the all time classics - Canada 2011 - wouldn't happen under that rule.
However, in Spa last year they did stop the overall time clock to try to make something happen, so there is precedent.

Not sure this will be a great race. Wet start means 1 racing/dry line. It will be nearly impossible to overtake.

There was also Silverstone in 2021 & 2020. Monza and Austria in 2019. Bahrain in 2019.
Also some other very impressive drives in 2020. He could have won Singapore in 2019 too, except Ferrari allowing Vettel to undercut him.
I can see Leclerc winning today too, if Ferrari don't find some new way to muck it up

You should really never trust a weather forecast you see online for rain within the next 24 hours. I've lived all over the world and no matter where I live I've always found that looking at the rainfall radar is much more accurate than looking at whatever forecast you can find online with a quick google search. Those forecasts you see online are generally made a long way ahead of time and aren't updated constantly throughout the day as conditions change.
In the case of this race it actually appeared as though rain was most likely coming close to the start of the race almost the entire day if you watched the radar (the usual google forecasts never suggested this was a possibility because they were never updated within the last 12 hours before the race). There was a brief period of an hour or so where it looked like the rain front had dissipated (which turned out out to be temporary) and it might actually be a dry race, but if you had been watching the radar all day you would have known that rain near the start of the race appeared to be likely pretty much the entire day.

My question is couldn't he finish the lap and park the car safely somewhere after the finish line? Or is that not allowed?
The car needs to have the sample + a notional 1 lap of fuel on board when it crosses the line before returning to the pits.
If the car stops before returning to the pits then it has to be demonstrated that the car had enough fuel to return to the pits under its own power and still provide the sample.
