I don't know. In terms of really making the most out of a new set of tight regulations, with not a lot of scope for pure creativeness, and coming up with a beautifully balanced race car that doesn't have any great weaknesses anywhere.. perhaps.

But it's quite often not the outright fastest car, such as the 1992 or 1993 Williams. Or the 2013 Red bull, or the 2005 Mclaren when fully developed...

Poll is wrong, we cannot answer simply "Yes"

Or simply No.

One of the McLaren it is.

Definitely the best fed with that lovely catering budget.

Hard to say best. 1992 Williams still probably.

1992 Williams is a great car.

Head has done quite a lot tho.

Williams cars are also team work.

At McLaren all cars were made in team work. I honestly do not know why people want to associate all success to Newey personally. Sort of feel a stone age like to call them a design of one designer.

OK, He is involved in quite the numbers of successful cars, so he is the key person for sure, but I do not even know if there is yet another unsung designer, researcher are involved in.
