Perhaps so. However, I don't think his job at Red Bull amounts to much in the way of driver prospects. He probably had a reasonable chance of getting a race seat at a smaller team. He did not seem to pursue that avenue, so it's safe to assume that he wanted to either get a seat at a top team or step away from it. I think he's taken the position at Red Bull because it offers him the opportunity to step back a little whilst, at the same time, maintaining a closeness with the F1 circus - meaning that his knowledge remains up-to-date and keeps the door open for other possibilities in the future (should he wish to stay within the motorsport world)
I think it is simpler than that.
Ricciardo could not afford another beating(imagine if Magnussen or Albon somehow managed to blow him away) so it was either retirement (whilst leaving some doubt on people minds on why he could not make his McLaren stint work) or lose to world champion Max Verstappen.
You are already reading every kind of excuses for him, the same they don't use for Rookies or "unlucky" drivers with difficult cars. After all he is a smiling race winner so all is good.
If Dan can be on the grid, I see no reason why the likes of Schumacher Jr., Giovinazzi would not be given another chance.
