I initially wanted to start this as a "need more info" thread, but eventually I managed to find out everything on my own, so I can now present you my findings.
 
The temporary "Jadranska Magistrala" track in Solin near Split, Croatia was used for the Croatian touring car series between 1994 and 1997. The track was a temporary Avus-style circuit on a 2x2-lane public road. Safety standards and crowd enthusiasm resembled the 1970 Mexican GP, it's a miracle that no serious accident happened.

The main event starts at 21:38, with local hero Ozren Granda from Split in his red BMW attracting a crowd of 40.000 people, and the race proved to be quite a thriller.
 
1997 was the final year the track was used, because it was no longer possible to close that main traffic route over an entire weekend.
 
In 2009, I took this photo from the bus that took me from the airport to town. The hairpin on the south-eastern end of the former track was still there, only the paint on the curb had faded a little over the years.

Even more surprisingly, not much has changed since then, the remains of the hairpin can still be seen on Google Earth:
 
 
With the help of the Youtube video, I was able to draw a track layout in Google Maps. I have measured that the track length must have been roughly 3.45 kms.

Possibly the least effective temporary chicane I've ever seen, including the polystyrene one at Rouen !
