After finally seeing it from a different camera angle, there was space for Perez, but he ran wide himself into Russell. Hardly surprising given the track conditions.
So it's Russell's fault, but Perez had some responsibility as well - yellow flags, visibility ok at those speeds - but he went too fast into the corner to cope with a re-joining Russell. 5 seconds seems fair enough
Perez may have run wide, or lost the rear, but Russell should not have been cutting across the track like he did.
And it is clear that Perez did slow down, and apparently sufficiently, given the new rules for double waved yellow flags.
This was probably the wettest part of the track, and slowing down reduces downforce and grip. So it is not surprising that Perez would lose teh rear end a little bit - not forgetting that Stroll and Russell both failed to slow enough to take the corner.
