If cost is an issue, follow the MotoGP model, and have F1 teams supporting F2 and F3 teams properly. Even as far as renaming the teams to reflect that with combining existing team names into the F1 team name.
And they should have kept F1 Academy as an almost Euro centric series, to save travel expenses, but still has enough variety in circuits. It's just so drawn out for such a short series.
Alternatively, 3 short series for the 3 main different regions in the world - Asia, Europe and the Americas.

Yes it's still missing from it for some reason (after first appearing on it), but they haven't made any announcement about it, so I assume it's probably still happening anyway
The sources I use for this thread are not from formula1.com or Grand Prix websites, as those are delayed and almost entirely F1-centric, but from the associated series itself or general calendar announcements. For example with F1600 Canada, the series that is almost always there with Canadian GP, this is the only place (that I know of) that has the confirmed info of them taking part: http://legroupegrandprix.ca/

It would be more helpful if every series is marked with how many races they will have. Porsche Supercup usually has one, F2/F3 have two and F1 Academy has three. But not certain about the others.

Montreal also typically has Canadian F1600 as a support race. It isn't spec.
They actually didn't have the Canadian national F1600 championship, but the Québec F1600 championship. I always found that strange why they didn't opt for the Canadian F1600. The F. Ford's and their slipstreaming and close racing was always a very popular support race with the spectators at Montréal though, but it seems it was dropped this year.

However, they will race at Miami Autodrome... but instead of going with F1, they'll race week after the Miami Grand Prix. Meaning that the circuit has changed it's "one weekend a year is good enough for us" policy, but it's not like anyone's gonna come and watch standalone Ferrari Challenge with nothing else week after F1.

However, despite Suzuka chiefs being keen on having a round on the support bill for the Formula 1 Japanese Grand Prix, both Super Formula races at the Mie venue will run as standalone events.
There have been talks of F2 expanding to US, but hasn't materialized yet
