First time I see Ottorino Volonterio described as italian. Is this a Swiss source?

Yes.

Of course he was Swiss, but the ACS (Automobile Club of Switzerland) refused to give him a drivers licence because he was too slow in Grand Prix races. So he took out an Italian one.
