Only two mandatory things are required:
1) Pay 1 billion dollar bribe fee to Liberty
2) Pay further 1 billion dollars to existing teams for anti-dillution cartel fund
Two optional things if those are not enough:
3) Bring in Bradd Pit and/or Tom Cruise as "brand ambassador" and have their face slammed to everything
4) Say Andretti is a big poo poo head
Final thing if everything else fails:
5) Just buy Williams or Sauber or Toro Rosso or Renault or Force India or Haas (and probably still be forced to pay bribe on top of it)

It’s unfortunate that F1 is now a cartel that brazenly insults its fans about why new teams cannot enter currently. Like I’ve said in the Andretti thread, we wouldn’t have McLaren and Williams nowadays if these current characters were around in the 60s and 70s.

I would think if Otmar and his group get in, that opens the door for some serious legal challenges from Andretti that F1 would find impossible to get past. Therefore they both get in or nothing IMO.
Unless GM switch alliances which leaves Andretti in quite a different position.

Szaf is working for Liberty. Knowing he has to come with a new auto maker, he will approach GM knowing they will deny him. Liberty will use this to demonstrate GM isn't really facing entry hardship.

Normally it would be a slam dunk agreement. But given Maffei, allegedly told Mario Andretti, "I will do everything in my power to see that Michael [Andretti] never enters Formula 1," the cynic in me says this conveniently timed disclosed proposal or dare I say "rival" proposal will be shepherded and nurtured and will serve to educate Andretti how to kiss the rings with your hat in hand, but in the other hand, have a billion dollars to stuff in their pockets. No surprise we have Szafnauer with previous ties to Alpine who might be gearing up for a sale of assets. Nevertheless, he has hedged his comments by talking about 11th and 12th teams.

So obviously looks like there's interest in the States to bring an F1 team actually based there in (trying to make a distinction from Haas here).
In saying that, makes it even more baffling that Andretti was blocked out. What are they waiting for, Elon Musk or Google to invest or something?

Personally I just want more cars and don't really give a **** who it is, Andretti, Szafnauer, whoever, unless it's horribly uncompetitive or the funds for it come from massively unethical sources.

Teams like Super Aguri, Mastercard Lola and Life do give a well-received injection of humour and chaos in my opinion.

It would be good, but totally unrealistic.
I think it's more realistic than back in the late 80s. Teams get so much TV time during practice and qualifying with today's coverage, their sponsors aren't losing out that much if they don't qualify for the race. Anyway, the idea is that any new teams would be able to come in and have a go, and bump their way into the field on merit.
It's generally not that stable in the long term to have more teams than there are grid spaces, but it works in the short term when someone new comes along. Either they don't make it, or they push someone else out. I think Jordan was the epitome of that. They began in F1 when pre-qualifying was a thing, and they were good enough that after half a season they were out of the pre-qualifying group and eventually finished 5th. It might not be that easy nowadays, but things haven't changed that much since Haas made their debut, and they did a reasonable job right off the bat too.
