Is the Vegas number a bit false as it does not have a local promoter?
No as the revenue was so high due to ticket prices. However the cost of the facility hasn’t been directly attributed as a fully paid. They did get free use of the streets and no cost police and fire support. The paddock is on the books of a Liberty subsidiary but the revenue flows to F1. It sold out from direct sales but it’s thought about 25% went to brokers. Who lost a ton. Those numbers don’t count hospitality and the various race watch deals which were several million. And huge money losers for most of those that bought them. You can see the direct impact on the Liberty investor docs and report. It accounted for the bulk of the 25% revenue growth for F1 last year.
Out of curiosity; what law does enforces this?
Presumably Nevada state law? Although as a pedantic point the law doesn't enforce itself, courts, police and officialdom do.
It’s a few county ordinances that govern closing the Strip, special events permits and temporary advertising in the resort corridor. The latest lawsuit alleges the county violated the law in the way they issued permits or in many cases did not. There are also two suits claiming the public taking of private property by the county and F1. F1 was dropped from that as only the government is bound by the particular law cited.
The waiver for the race didn't pass unanimously. It passed by two votes and those votes aren’t there anymore. A couple of members are likely to lose their seats as a result. Moving the date would impact convention work before or the rodeo after. While the take was staggering most businesses lost money during that time including most of the resorts owned by those that made bank. It’s looking grim all around this year but at least the Raiders can save the day.
There will be no date change. At this point there may not even be a date after this year or next.

It won't be applied in the sprint.
I always thought grid penalties were applied to the main race, not sprint, but I saw this quote;
“The first [race], I think, won’t be relevant because he has an engine penalty,” Marko told Motorsport-Total.com. “10 places in the sprint race, so that doesn’t exactly make life easier in Austin.”
