It is the standard wording. I honestly don't see the confusion. Penalty applied at the next race seems very clear to me. Next race is tomorrow, unless he doesn't participate, in which case it would be once he is at Sauber. This one is from Belgium. https://www.fia.com/...ng of Car 1.pdf

The lap time in this generation of cars now is not going to come from pure car development i.e addition of downforce or aero efficiency, but rather setup development. These cars have an extremely narrow setup window so performance on a race weekend is going to come from having the data, tools and experience to predict what the grip levels are going to be and set the car up in its sweet spot. Car development could play a crucial role if they can find ways to widen the car’s performance window, but IMO it’s the performance window that’s going to be more important over pure performance, by a combinationof widening the car’s performance window and knowing how to set the car up.

Just seen the session. Loved the unpredictability, but ruined by stewards decisions again it seems. The deleting and reinstating of times was a joke - it's like VAR in football. Put natural limits there (gravel) and if a driver happens to go wide and not lose time then that's their luck. It's just pathetic seeing laps on the limit being deleted for millimetres of wideness when the track allows it.

Agreed. They really need to put actual limits on the track if they're going to enforce this. Its so nonsensical to have to aggressively monitor and delete laps every session.

That is a very peculiar aspect of these cars that wasn't that common in older generations. You are having huge performance swings from race weekend to race weekend.
Any of the top 4 teams can be fastest on a given weekend, depending on how the setup goes.
I still think on average, McLaren have had the fastest car overall, it seems to be 'on form' most of the time compared to say Mercedes that can either be dominant or p7/8 depending on the race.
Ferrari and Red Bull seem roughly the next best following.
