The silver #11 car that appears at 0:17-0:19 appears to be Derek Warwick's car (It says his name on the side at least) but his late brother Paul also did a few races in this series in 1990 and research is leading me nowhere at the moment.

It can only be one of them.

I haven't watched the YouTube video.

But didn't Derek Warwick have a Honda dealership at around that time ?

He may have sponsored that car, rather than driving it ?
(Hence the name on side)

Or maybe they shared one car

Yup! Since 1989: New and Used Cars | Jersey, Channel Islands | Derek Warwick Honda

He isn’t anywhere in the points table and isn’t mentioned in the commentary so I suspect his dealership was sponsoring someone.

Right, this rang bells for me.

Back then, my mate had a golf equipment company called Prodrive (which caused a few ruffled feathers in Banbury) that Derek Warwick bought.  As a result, we had passes for the Birmingham Superprix in 1990 which included a round of the Honda CR-X Challenge.  I spent the day sporting a pass that identified me as "Rhonda Warwick" but nobody ever queried it!  Warwick did indeed have a Honda dealership in Jersey but also in Southampton from where I bought a Toyota Corolla GT Coupe (AE86) but that is another story.

Derek Warwick Racing entered a car in the Challenge for Roland Dane who finished 5tth in Birmingham.  The next year, he set up a team with Dane called Park Lane Racing, named for Dane's car leasing business.  This team went on to race in Group N and then in the BTCC with James Kaye.  I suspect the car in the Knockhill video is the Park Lane entry sponsored by DW Honda and probably driven by Roland Dane.

Warwick and Dane went on to found Triple Eight Race Engineering which won a lot in the BTCC with Vauxhall cars.

The same Roland Dane who brought Triple Eight to Australia and had great success winning multiple Supercars championships and races.

. Since retired and Triple Eight is now run by his protege Jamie Whincup.

Derek Warwick Honda entered two cars for the 1990 Honda CRX race at the Birmingham Superprix for Robin Brundle and Roland Dane.

They finished 11th and 5th.

However, Paul Warwick did race in the F3000 race and finished a decent 8th at the end.

Derek Warwick drove the second of his team cars at Donington on 29th April finishing 5th

Paul Warwick drove the car on at least four occasions;
25 March - Brands Hatch - Finished 7th
23 June - Snetterton - Finished 3rd
8 July - Donington Park - Retired
5 August - Mallory Park - Finished 4th

Robin Brundle also drove the car a number of times including a win at Castle Combe on 7 May

The standard of driving in that series must have deteriorated after 1990. I remember a test day before my first ever race at Oulton Park in April 1991. Caterhams and CRXs shared the track for 4 sessions. Three of which were red flagged due to one or more CRXs crashing. The most insane incident was the sight of 3 CRXs entering Knickerbrook (pre chicane) side by side and none exiting. On a test day! It made for an interesting slalom course and I was luckily sufficiently far behind them to be able to slow down.  As a Renault Clio driver said to me at Brands years later after clambering out of his upturned car "No worries, the sponsors will pay for the damage".
