Of course they have.
But man, if Russell didn't slow down, I hope he gets a proper penalty, and that the FIA follows up on it. Yellow flags, pit speed, pit incidents etc. are serious safety issues.

The wording on point 13 is weird... How can you go slower than racing speed, but be faster through the zone?
For example, he entered the zone at 100 kph and his speed increased to 110 through the zone. But under normal racing conditions he would be reaching 150 there. So while his speed increased slightly in absolute terms, it was still significantly slower than normal racing speed that would be achieved under full throttle.

Exactly, this was not just a shot in the dark, clearly Verstappen slowed and saw Russell moved further away, he questioned, Red Bull looked at it, and since race control did not pass for investigation protested, I have to presume that you can now increase your speed through a yellow zone, which I understood as being the very thing they did not want to happen in a yellow zone.
Offender was Russell so there is that.

Max said he wasn't bothered about coming fourth and missing out on the podium, but he and the team felt otherwise when they felt GR gained an advantage and protested the result.

If the yellow zone is a significantly faster section then the proceeding section of course you will increase speed no matter what. If a car comes out of a corner at breaking speed then hits a yellow flag do you expect it to carry on at a crawl?

When lando was penalized in Qatar, which was fair, I recall the talk was Max lifted just enough in the same moment. Just enough has always been the way, hasn't it?

I just never knew or understood that you could increase your speed in the yellow zone after the lift, intuitively I thought it was 'lift and do not exceed the speed you went down to until you are out of the yellow zone' - I think odds are good that I was far from alone in that misconception.

All teams will protest when they believe a penalty should be accessed, sometimes teams do win these protests.

Before and after the yellow zone I understand, I just never understood that you could increase your speed in the yellow zone.

The team probably still believes they can turn the situation around with a good uprgrade, but Max doubts it

Qatar 2024. The lap after the "famous" one. It had changed from double waved to single waved. Verstappen lifted, but didn't slow down. Piastri, Leclerc and one other just went flat. Not a single investigation or anything.
It's been like this under single yellows for a long long time. I guess Häkkinen with his raised arm is the most famous example.
