And also a lack of people like Jim Rathmann. I am sure they were included as I remember seeing a reference (in a Jenks article?) to the "surprise" inclusion of Eddie Johnson in 1961 "unless you remember his 6th at Indianapolis last year".

The omission of the Indy drivers is obvious, of course, but as there seems to have been a 'scattergun' approach in this first list, I think there would have been twenty of them if you included points scorers back to 1951:

I’ve just become aware of an odd anomaly: although Jean-Pierre Beltoise won at Monaco in 1972, it was his only top-six finish that year. He’d also had only one top-six finish in 1971. Thus he wasn’t on the graded list for 1973 and so was once again able to score (4) points in the European F2 Championship, which he’d previously won in 1968.
