Sixt are quite big in Germany.
At www.sixt.com .
You might not find convertible cars on the web, though, so you should call them.
There's also Avis:

Convertables have a high premium in Europe. Why would you want to rent one?

It's part of my F1 ritual, I always drive convertibles to F1 races.
After 100s of telephone calls I finally managed to book an SL500 from Hertz.
