tires were starting to go off as he kept slipping up towards the wall particularly in turn 4 as the race was running down. Secondly, as they accerelated after the re-start, he looked like he timed it correctly but
Rahal seems to have more grunt.
Sam Posey tried to talk to Kevin during the yellow and he paused so long that he had to be prompted by the team manager to respond. To which he replied he would have to talk to him later as he was real busy! I take that
to mean he had a problem that he didn't want to or couldn't share since
his fellow competitors would be tipped and could adjust their strategy accordingly.

As far as the late-race restart, Rahal got a bit of a jump on Cogan going into turn 3 and blew by on the main straight.
The same thing happened to Mansell in '93.
I know all that sounds obvious, but at least back then, when drivers are coming down to take a restart, they had better be flat-out going into turn 3.

Yes... Make sure you don't pass the Pace Car!
Usually, the pace car was way ahead of the field on a restart. I'm not sure what happened in '95, but for whatever reason, the pace car seemed to be going slowly and when the field came down for the restart, everybody had to get all over the brakes to avoid passing it.
Except, as you mention, Scott Goodyear.
