There is no front Differential (as in rear end) so possibly they use the word "differential" in place of the word "ratio" or "percentage". I believe the driver can adjuct the ratio of the amount of braking between the front pair of brakes and the rear pair of brakes. I'll have to look that up again.
A quick look at the rules says there can only be one brake system however there is one hydraulic circuit to the front brakes and another to the rear brakes. If the driver can vary the percentage of braking from front to rear they do not spell that out.

Surely someone here must know what the Diff FRONT / Diff REAR adjustments are for?

At the Re: URL click on "F2001 Interactive Steering Wheel". Now you can see the white buttons at the top right and left of the wheel. They say the right one shifts the brake balance to the front brakes and the left one to the rear brakes. Note they say used during Qualification, which to me would also be used in in Practice.
Also there ia a green and white dial next to the yellow paddle on the left that also adjusts brake balance to compensate for caliper pad wear, amount of fuel left, tire wear and etc. Turning the dial to the right shifts the balance to the front brakes and turning it to the left shifts balance to the rear. I would have to assume this dial is used during a race. Whether that has to be while the car is in the Pits or any time, I'm not sure. The degree of brake bias possible has to be programmed in the car prior to the race.
