Ferrari had threatened the FIA with pulling out of F1 when the new rules banning turbos had come out. These had, apparently, banned V12s, just the engine that Ferrari would prefer to use....
They built the car to lend weight to their threat. It was even tested by some CART stars at the time, I believe.
The car was heavy and slow, and the engine lacke power.
The engine did eventually make its way into CART - badged as an Alfa Romeo. It wasn't at all good!

Also, here is a pic I took of the Ferrari Indycar at the Galleria Ferrari in Maranello, after having attended the launch of the F2002 (thread with pics here).
