Linear steering? Hmmm, could this another term for Switched -v- Analog steering?
Anyway (this could be of no relevance, but here goes
), Switched means either left or right, with no varying degrees. Analog means you can make slight changes, so it is a bit left, instead of fully left. If these terms are related, non-linear would correspond to analog.

With linear steering the front wheels turn in direct proportion to the amount of steering wheel input. With non-linear steering the front wheels turn at an increasing rate as the steering leaves dead center.
Non-linear steering makes driving down the straight easier as it makes the car less dodgey. But it only has a significant effect if steering aids are turned off. If they are left on, the computer constantly corrects your steering inputs to bring you closer to the ideal line so the effects of linear/non-linear steering are not so obvious.

Yelnats is correct, non-lin steering allows for fine control when steering straight, but for large turns of the wheel maeks the tire steer more.
My Impreza (real, not sim) has non-lin steering, which actually varies with speed, allows for sharp turns at low speeds, and excellent fine control at high speeds.
