I have just downloaded a file that should have the 1995 cars for GP4. the file is called 1995MOD.rar.
what do I do with this file?

Well, rar is packed file so first you need some program like winrar.
When you open the rar file, you might see there file called readme, so my advice is to read that for installation guide.
