Just curious when will it be possible for new members to register again?

When a friend tried to register to become a member of the Atlas forums via my PC, it came up with a message saying all new registrations are temporarily restricted or something similar.

Will there be a point where new registrations will be open again? and is there any restrictions on users from one IP address (where there is one PC in the household shared amongst family members)?
