Looks like Fernando is busy doing other things with his hands and Todt instead of waiting, he moved to the next driver.
I know that there is bad blood between Todt and Fernando but I don't see anything wrong here.

I think he did to be honest. It's hard to imagine he didn't see Putin standing with a host of dignitaries in a normally empty room.
Edit: I also noticed Bernie slapping Bottas on the back to get his attention. I wonder if he also gave Hamilton the look as well, just in case he was planning to walk out with acknowledging Putin.

After Lewis took his helmet off and went to get his cap he did shake hands with him, I thought he was deliberately ignoring him at first too but he did end up shaking hands. All 3 drivers look kind of terrified though to be fair, I would be too!

Looking at Alonso's reaction, Todt clearly refused his hand. Some may say addo about nothing, but not shaking Alonso's hand on live TV does mean a lot. If not the least, it's done to give away a certain signal. A handshake is a symbol afterall.
We all know he had a chat with him on the grid etc, but that is just normal, ofcourse he's not going to just ignore Alonso. He will act like there is absolutely nothing on the horizon in such a moment.
