What about Vic Elford? He seems a likely candidate.

The Dakar has a considerable attraction for former french F1 drivers: on top of those already mentioned, we can add:
Henri Pescarolo
François Migault
Jean-Pierre Jabouille
Philippe Alliot
Jacques Lafitte.
(the Eric Bernard that participates regularly is not the former F1 driver)
Others include Swiss Jean-Claude Rudaz, German Hans Heyer, Japanese Masahiro Hasemi and Ukyo Katayama, Chilean Eliseo Salazar. If trucks are also considered, then Alex Caffi, Jan Lammers and Paolo Barilla should be on the list.
I don't pretend it is an exhaustive list but have no recollection of Vic Elford ever being present.

The Sarrazin that competed in several Dakar was Gérard Sarrazin. However, in 2015 Stéphane Sarrazin was announced as taking part in a Buggy. Not sure though if he did participate or not.

I was prepared to suggest that Elford had done no high-profile rallying at all post 1970 or thereabouts; however...What about Vic Elford? He seems a likely candidate.

in his book, he says:
"Three times I did Paris-Dakar: the first, driving a Lada 4x4 rapid intervention vehicle (the first time they were used, with a doctor on board); then once in a Mercedes G-Wagen; and finally in a little Subaru... etc, etc..."
Then: "I went back to Kenya and drove a works Subaru in the East African Safari..."
They way his memoirs are written, the dates are not explicit.
Yes, I stand corrected on Vic Elford. I don't know about the Lada (was he competing or giving an helping hand to the organisers?) but as Arjan says above the years were 82 for the Subaru and 84 for the Mercedes (so Vic's memory are kind of changing the chronological order).
