It's Duncan Pittaway's Fiat S76 for which a Google search will turn up many fascinating articles about its construction by Duncan

The photo was taken at the 2017 Festival of Speed. Duncan’s passenger was current F1 supremo Chase Carey. Here’s a clip of their run up the hill:
