When you have position 1 and 2 it's easy
Number one goes, number 2 accidentaly isn't paying attention and has a very slow reaction.
Number one is safe.
What would happen if the number 2 waits 30 seconds or so to press the throttle?
I've often wondered this, and also wondered why it's never been done before.

What are the consequences though? Would they call off the restart? That seems like the only fair means to police it.
Alternatively, if you simply penalize the 2nd place driver, well Merc and RB don't care about Perez and Bottas anyway. Sacrificing Perez/Bottas in order to open up a 1 or 2 second gap for their teammate which gets them out of the slip stream and DRS could be enough to decide the race.

I’m sure they could add another SC lap if it was that bad.
Alternatively, the second car could be overtaken by the third place car who could quite justifiably argue that the second car clearly had a problem preventing him from accelerating, so it would be legal to overtake.

Montoya did something similar in 2005 when he was stacked behind Kimi and did not want to loose positions waiting behind. Forgot how it ended.
I think it ended with the rule being written to prevent it.

At what point in the procedure does that end though? When the SC goes in? After the leader has crossed the S/F line? After all cars have crossed the S/F line? The rule is 10 car lengths, so that would still be a significant advantage if the wingman were to hold someone back.

Leading car may drop more than 10 car lengths behind the SC when the orange light are out, all other cars must stay within 10 car lengths from each other until the leading car car goes. As you said, 10 car lengths is still a significant advantage though.

So the lead car could go from a long way out and the second car hang back and hold everyone up?

Yeah, you were just too fast for me TennisUK, just deleted my post when you replied. No overtaking before the control line indeed. It would surely lead to a penalty under 27.4 though (driving unnecessary slow and even outright dangerous as the other cars might react to the lead car flooring it).

Quite possibly, but that would be a penalty for the wingman, the lead driver will still have gained a huge advantage. I'm not sure there is anything in the rules that covers that eventuality.

Don’t think so, but I’m not sure any team would be prepared to deploy such tactics, should be a clear cut black flag really.

I agree that I don't expect any team to use the tactic, but it's an interesting discussion. Again a black flag would be shown to the offending driver, the leader will still have gained a massive advantage. What would/could the stewards do to mitigate that?

Not much I think, It would be the same as a driver of a customer or sister team (or even the 2nd driver in some races) ignoring blue flags.

Indeed, some 'rogue' driver could simply drive slow, weave in the braking zone, do whatever it takes to keep someone behind them - even ignore a black flag. Of course, they'd have the book thrown at them, but there's nothing that could be done to make good the damage that they might have caused to someone else's race.

At that point, you simply have to rely on "What comes around, goes around" to stop drivers doing something like that. The shoe will be on the other foot one day.
