Its like a car with a blank rear wing .... that is good advertising space ... why arnt they selling it?

For some reason that nobody ever explains to me, the Italian GP was known as the Nations Grand Prix (as in the United Nations) until 1990 as well.
In the 80s and 90s you also had the Expo 92 Grand Prix (Jerez 1988), the Baden-Wurttemberg Grand Prix (Hockenheim 1986), the FIM Grand Prix (Jarama 1993), the City of Imola Grand Prix (Imola 1996-1999) and the Vitesse du Mans Grand Prix (Le Mans 1991).

As an aside... why is this race called the Miexico City Grand Prix?
In Polish, both Mexico and Mexico City are just called "Meksyk".
So for our commentators, this will make little difference. In Polish it will be "Grand Prix Meksyku" anyway.

I think it's up to the race organizer to decide how they promote it.
They pay the fee for the slot, then they try to make money.My assumption is Mexico City budget is a sponsor
This is pretty much it. Remember when the race was almost lost 2 or 3 years ago? The city stepped in and found a way to get the money together through various sources. The race is funded differently now than it was before, thus the name change.

But right back at the dawn of motor racing, there was only ever the Grand Prix. When the Americans started their version, they called it the Grand Prize. Other countries translate the term (Gran Premio &c) but it seems to be down to the narrow-minded swivel-eyed xenophobic Brits who honour the nation that invented the sport.
Each of the four classes of the 1901 Circuit du Sud-Ouest was called a Grand Prix.

It's a bit different when there's already a Grand Prix for that country though, as they have to call it something unique.
FWIW calling last year's Nurburgring race the "Eifel Grand Prix" when there was no other German GP, felt a bit wrong, as well.
That's because "Großer Preis von Deutschland" is owned by the guys who own Hockenheim, AvD Automobilclub von Deutschland.
(FORMULA 1 GROSSER PREIS VON DEUTSCHLAND though is owned by FORMULA ONE LICENSING B.V., 3011AA, Rotterdam, NL)

A gander at the 'official' F1 calendar on F1.com and I see every race is listed by the country where the race is taking place, followed by whatever the promoter is paid to call it.
So it's not an issue at all.

Monaco doesnt have a race fee and they make money as a "country" off hosting, so no pressure to sell the name.... Azerbaijan has money to burn ..... but what's Mexico's excuse?

It's what I was alluding to earlier. My understanding is that the city government brought the money together - not that they are actually footing the bill...

Abu Dhabi is just one of the United Arab Emirates. There are seven in all - Abu Dhabi, Dubai and five others too insignificant to worry about. So the nomenclature is perhaps optional - either UAE GP or Abu Dhabi GP.
Either way, this is all something of a storm in a teacup. As long as there some sort of geographical allusion in the title, does it matter? It is only when we get the Aramco GP, the Red Bull GP, the Rolex GP etc that we should worry
