Isn't that what the lesser formulae do?
They don't have the best talent precisely because they go to F1, which is supposed to be "the pinnacle". It would need to be a series that is seen to be competing at the same level of F1, not a category that is seen as a stepping stone to F1. But maybe you're right, the lesser formulas tick many of the boxes, except maybe the speed and power of F1...
