It would be forbidden as it is written in the Article, Redbull experiemented with it years ago, but it was quickly forbidden by the FIA. They think others have fine tuned it and are using it now.

That would increase unsprung weight, which is the last thing you want to do surely? My only experience of water in tyres is doing it on tractors to add ballast, but I can’t imagine an F1 car handling improving from this.

Maybe this could have something to do with changing the characteristic of the compound so it wont heat up as much?
