Did those other drivers impede someone? Not that I know. If Max didn't hinder anyone there would have been no problem imo.That specific Q session (Q1-Q3), 17 drivers were under their delta time. Yet, only Max received a penalty. You are correct that Max received a penalty for driving too slow, why didn't the others received a penalty if you want to talk about fair.

He saw an opportunity to screw over a direct competitor and went full in on it.
Normal behavior when a driver knows that w slow car ahead is to overtake that car. The track in Qatar is about 12 meters wide, enough space to pass a slow car.
Do you see any reason to not use the empty track?

In this case, there is no evidence of any unsafe or disorderly conduct (such as unnecessary impeding) however a breach has still occurred, due to the failure to comply with the SC2 to SC1 time, and hence the penalty of a reprimand (driving) is imposed.
The above was after Perez got his reprimand, where it says impeding, it doesn't say if only on a fast lap.

He was punished for driving too slow ( which he did, no one can argue that) while driving too slow it impacted another driver. Which is why they took it past the usual reprimand, that Perez and Tsunoda got.

Yes that is clear right now after the ruling. Not something VER could have anticipate beforehand. For me it is RUS screwed him over as he did have to floor it and leave VER without any time to respond without creating a dangerous situation

Russell could have slotted in behind Alonso but chose not to because that would have ruined his lap, so he instead impeded Lawson and got no penalty

Yea in hindsight everything is easy, certainly if you are now the first one getting a penalty for this. At least we now know where the boundaries are and hope they apply it constantly which probably is wishful thinking

How about this: If your lap is slower than your delta, next lap does not count. In order to not be exploited by doing two slow down lap, the time you've exceeded your delta is subtracted from next lap delta.
If we could see their delta's in the feeds, that would add a dimension.
That would of course also lead to a whole lot of chaos, but it would be a new type of chaos
