Some polls, like this one: https://forums.autos...for-overtaking/ would be interesting if we could change our initial votes as time goes by, as we get more understanding of the topic discussed and change our opinions. Other polls, like "Who will win the X GP?" should close when the lights go off. The latter might need some more extensive programming, but the former should be a pretty easy task.

Changing initial votes is not possible. It's not an option available within the board software.
It is possible for moderators and admins to set either or both of an opening or closing time for a topic - but not just for the poll within it - so this could be done by request from the thread starter. But that closes and locks the whole topic and I'm not certain whether that would also close down the poll to new replies; I suspect it wouldn't, but that would need experimentation to discover.

Actually, the option "Allow voters to change their vote” is available in version 4.0+ of this board.

Speaking from my usual blissful ignorance, most forums use "package" software developed by specialist suppliers. Some things are configurable, but other changes involve going back to the supplier and asking them to make changes which would affect all forums using that software. So, not a trivial undertaking, and against a background of declining demand for forums, unlikely to be welcomed by them.

Speaking from a CTO background, it is always about the balance between "how much do we want it?" and "how much does it cost?".
